Purpose

Kansans for a Democratic House is requesting proposals from Democratic digital firms for the 2025- 2026 cycle. Kansas, long a bellwether of moderate politics, is undergoing a quiet but significant political shift. For decades governed by a coalition of Democrats and moderate Republicans, the state is seeing rising Democratic and Independent registration, particularly in its booming suburbs. 

 

Democratic Representative Sharice Davids has continued to hold the Kansas Third Congressional district since 2018, increasing her vote share even after a KS-3 redistricting meant to favor Republican challengers.


Under Democratic Governor Laura Kelly, economic and population growth have coincided with voter backlash against an increasingly extreme legislature, opening a path to making Kansas competitive in the next decade.

 

Kansas represents a rare opportunity: an overlooked but winnable battleground where donor investment stretches further, helping reshape the national electoral map and secure a foothold in the Heartland for years to come.


Scope of Work

KDH is looking for cycle- long consultants to help build Democratic numbers in the Kansas House. Currently Kansas House Democrats have 37 seats and must flip 5 seats in 2026 to break the supermajority.


Digital firms will be asked to develop and execute digital programs for top KDH targets. 


This will include:

Top 10 pick up targets

Top 5 protect seats


 The requested proposal must include:

  • Firm summary and capabilities
  • List of staff members for the account
  • List of state legislative clients nationwide
  • List of Kansas clients and Midwest based clients
  • Example of a series of digital work for state legislative clients

 

Please provide pricing estimates including commission (commission price breaks), retainer fees, and costs to build creatives.

Hiring Process

A pool of promising proposals will be selected for an interview with the selection committee. When all interviews are complete, the committee will evaluate the candidates based on the following criteria (1) cost, (2) prior-client recommendations (3) quality of interview answers (4) track record of overperformance in Midwestern states.


The committee will select a consultant and notify their first choice. When a contract has been reached, other respondents will be notified of the outcome of their proposal.


All interviews will be conducted over Zoom. The interview process and hiring will be conducted by a selection committee consisting of:

  • Campaign Committee Chair Chair Brooklynne Mosley
  • Vice Chair for Recruitment and Training Rep. Stephanie Sawyer Clayton

Please provide a clear breakdown of additional costs such as travel, stock photography, photo shoots, any commissions etc. The price estimates should include all costs except postage.
